STS (Standard Transfer Specification) is an international Standard recognized and released by the International Standards Association. It was first developed in South Africa and standardized into IEC62055 in 2005 by the International Standards Association. It is mainly to provide reference for the realization of the functions such as the encryption, decryption and pre-payment of electricity meters. The STS code type prepaid electricity meter transmits a series of prepaid management instructions such as purchase code, encryption and decryption, key management, etc. according to this standard protocol. The electricity meters that support the STS protocol have the characteristics of key uniqueness, code uniqueness, and check uniqueness to ensure the code’s uniqueness and security. Using this method for power management can avoid the cost of printing and purchasing IC CARDS. Through printing or SMS, users can obtain the power purchase code and complete the recharge by themselves, or the STS code can be transmitted over the network to complete the recharge. It is set up based on STS code prepaid electricity management system, the conventional electricity management system and plus the management functions characters of STS code prepaid electricity meters. The basic system architecture consists of prepaid electricity meter, GPRS collector and master station system. The prepaid electricity meter is mainly used for power metering, overload protection, and malignant detection. The GPRS collector is connected with the prepaid electricity meter through local communication mode such as 485 as the remote communication intermediary between the electricity meter and the master station, and can read the electricity meter data, transmit Token and alarm information, etc.; The master platform is set up for electricity sales, managing users and electricity sales data, generating various statistical reports, printing Token or sending Token to GPRS collector by remote communication means (GPRS, SMS, etc.). Moreover, according to the actual situation, for the request simple user, the customers can decide by themselves whether to choose using GPRS collectors. Linyang provides Vending System as following:

(1) Utilities install the pre-paid electricity meters with IC CARDS for users. (2) Log in with user information on IC card pre-payment management system software to complete opening process of new user account. (3) The utility makes the user card for the user by the card reader and writes the necessary operation parameter information. (4) The user inserts the CUSTOMER card into his/her IC card meter, passes the operation parameter information into the IC card meter, and writes back the data in the IC card meter to the customer card. (5) When the remaining electricity meets certain conditions, the pre-paid electricity meter closes the control switch to allow users to use electricity. If the condition is not satisfied, the prepaid meter disconnects the control switch and does not allow the user to use electricity. (6) When the user takes the user card to the administrative department to pay for recharge, the IC card pre-payment management system will make a settlement by reading the IC card meter information into the system through the IC card reader, and at the same time passes the new operating parameters to the user card. (7) The user inserts the user card into the prepaid electricity meter again for regaining the electricity.
