一、承诺声明
1. Commitment Statement

江苏林洋能源股份有限公司（以下简称"公司"）秉持"打造绿色环境，创造美好生活"的使命，深刻认识到森林在维护生物多样性、调节气候与保障生态系统服务中的关键作用。公司承诺在其经营活动及其相关商品的生产、贸易与销售过程中，不涉及与森林砍伐相关的行为，实现"无毁林"（Zero Deforestation）目标。
Jiangsu Linyang Energy Co., Ltd. (the "Company") upholds the mission of "Build a Greener world, Create a Better Life" and recognizes the critical role of forests in maintaining biodiversity, regulating climate and safeguarding ecosystem services. The Company commits to ensuring no deforestation-related activities in its business operations and the production, trade and sale of related goods, achieving the "Zero Deforestation" goal.

本承诺适用于公司自身运营及全部产品与服务，并延伸至所有供应商与合作伙伴。本承诺经由执行管理层负责组织实施。
This Commitment applies to the Company's own operations and all products and services and extends to all suppliers and business partners. This Commitment is implemented by executive management.

二、承诺目标
2. Commitment Objectives

1. 无毁林：公司承诺于2024年起，在公司经营活动及其相关商品的生产、贸易与销售过程中，全面落实“无毁林”要求，确保不涉及与森林砍伐相关的行为。
1. Zero Deforestation: The Company commits to fully implementing its Zero Deforestation requirements by 2024 across its business operations and the production, trade and sale of related goods, ensuring that relevant activities do not involve deforestation.

2. 原材料可追溯：推动关键原材料的来源可追溯，优先采购经认证的可持续来源材料，避免使用来自毁林或非法采伐地区的原材料。
2. Raw Material Traceability: Promote traceability of key raw materials, prioritize certified sustainable materials, and avoid raw materials sourced from deforested or illegally logged areas.

3. 供应链协同：将无毁林要求纳入供应商与合作伙伴管理，推动价值链共同实现森林保护。
3. Supply Chain Collaboration: Integrate zero-deforestation requirements into supplier and partner management to jointly achieve forest protection across the value chain.

三、管理措施
3. Management Measures

1. 绿色采购：将可持续管理要求与行为准则融入供应链采购合作框架，优先选用环保认证材料，推行绿色采购。
1. Green Procurement: Integrate sustainable management requirements and codes of conduct into the supply chain procurement framework, prioritize environmentally certified materials, and promote green procurement.

2. 供应商准入与审核：建立供应商准入与审核机制，要求目标供应商签署行为准则，并开展企业社会责任评估与现场审核，覆盖体系、制程、相关方管理（含间接供应商）、仓储物流及有害物质等要素。
2. Supplier Admission and Audit: Establish supplier admission and audit mechanisms, require target suppliers to sign codes of conduct, and conduct CSR assessments and on-site audits covering systems, processes, related-party management (including indirect suppliers), warehousing and logistics, and hazardous substances.

3. 原材料溯源管理：对关键原材料开展来源追溯，避免使用来自受冲突影响和高风险地区、涉及毁林或非法采伐的原材料。
3. Raw Material Traceability Management: Trace the origin of key raw materials and avoid materials sourced from conflict-affected and high-risk areas or involving deforestation and illegal logging.

4. 风险监测与整改：对供应商风险进行量化评估，对不符合要求的供应商提出约谈、整改等管控措施，持续降低供应链毁林风险。
4. Risk Monitoring and Rectification: Quantify supplier risks and apply corrective measures such as interviews and rectification for non-compliant suppliers to continuously reduce deforestation risks in the supply chain.

四、实施责任
4. Implementation Responsibilities

本承诺经公司董事会批准，由董事会定期监督其实施，并审阅承诺内容及执行进展。公司建立“董事会—战略与可持续发展委员会—专项议题工作小组”三级治理架构，由采购及供应链管理部门牵头推进零毁林与可持续供应链相关工作，各子公司及职能部门负责在本单位落实本承诺，并指定专人承担具体执行职责。

This Commitment has been approved by the Company’s Board of Directors, which regularly oversees its implementation and reviews its provisions and implementation progress. The Company has established a three-tier governance structure comprising the Board of Directors, the Strategy and Sustainability Committee, and Special Topic Working Groups. The procurement and supply chain management department leads the Company’s zero-deforestation and sustainable supply chain efforts. Each subsidiary and functional department is responsible for implementing this Commitment within its respective unit and designating personnel to carry out the relevant responsibilities.

五、员工培训与利益相关方参与
5. Employee Training and Stakeholder Engagement

公司为采购及供应链相关员工提供培训，提升其可持续采购与森林保护意识；并与供应商建立常态化沟通机制，通过培训、驻场等方式赋能供应商提升可持续绩效，共建可持续供应链。
The Company provides training to procurement and supply chain employees to raise their awareness of sustainable procurement and forest protection, and maintains regular communication with suppliers, empowering them through training and on-site support to improve sustainability performance and jointly build a sustainable supply chain.

六、评审与更新
6. Review and Update

本承诺由采购及供应链管理部门负责维护，定期评审并根据法律法规变化、公司战略调整及利益相关方反馈进行更新，确保其持续适用。
This Commitment is maintained by the procurement and supply chain management department, and is reviewed periodically and updated in response to changes in laws and regulations, corporate strategy adjustments and stakeholder feedback to ensure its continued applicability.
