一、政策声明
1. Policy Statement

江苏林洋能源股份有限公司（以下简称"公司"）秉持"打造绿色环境，创造美好生活"的使命，将环境保护与可持续发展作为企业经营的核心理念。公司承诺遵守适用的环境法律法规，持续改善环境绩效，减少自身运营及价值链活动对环境的负面影响，并积极应对气候变化。
Jiangsu Linyang Energy Co., Ltd. (the "Company") upholds the mission of "Build a greener world, create a better life" and regards environmental protection and sustainable development as core business principles. The Company commits to complying with applicable environmental laws and regulations, continuously improving environmental performance, reducing the negative environmental impact of its own operations and value chain activities, and proactively addressing climate change.

本政策适用于公司自身运营，并延伸至供应商与合作伙伴，作为公司环境管理的最高指导文件。本政策由执行管理层负责组织实施。
This Policy applies to the Company's own operations and extends to its suppliers and business partners, serving as the highest-level guiding document for the Company's environmental management. This Policy is implemented by executive management.

二、环境管理原则
2. Environmental Management Principles

1. 合规经营：严格遵守适用的环境法律法规、标准及行业规范，确保环境"零违规、零处罚"。
1. Compliance: Strictly comply with applicable environmental laws, regulations, standards and industry norms, ensuring zero environmental violations and zero penalties.

2. 预防为主：从源头预防污染，优先采用清洁生产与绿色技术，减少环境风险。
2. Prevention First: Prevent pollution at the source, prioritize cleaner production and green technologies, and reduce environmental risks.

3. 持续改进：建立环境管理体系，持续改善环境绩效，不断提升资源与能源利用效率。
3. Continuous Improvement: Establish an environmental management system, continuously improve environmental performance, and enhance resource and energy efficiency.

4. 全生命周期管理：在产品设计、采购、生产、使用及回收的全生命周期中考虑环境影响。
4. Life-Cycle Management: Consider environmental impact across the full life cycle of products, including design, procurement, production, use and recycling.

5. 利益相关方参与：在环境政策制定与实施过程中，主动咨询外部利益相关方，回应其合理关切。
5. Stakeholder Engagement: Proactively consult external stakeholders in the formulation and implementation of environmental policies and respond to their reasonable concerns.

三、环境管理目标与指标
3. Environmental Objectives and Targets

公司设定量化的环境目标与指标，以衡量并减少环境影响，主要包括：
The Company sets quantified environmental objectives and targets to measure and reduce environmental impact, mainly including:

1. 气候变化与碳中和：至2030年实现运营层面碳中和；持续提升绿色电力使用比例，减少碳排放。
1. Climate Change and Carbon Neutrality: Achieve carbon neutrality at the operational level by 2030; continuously increase the share of green electricity and reduce carbon emissions.

2. 能源管理：万元产值综合能耗控制在0.010 tce/万元以内；持续推进节能降耗。
2. Energy Management: Control comprehensive energy consumption per 10,000 yuan of output value within 0.010 tce; continuously promote energy conservation.

3. 水资源管理：提高水资源利用效率，推进中水回收与循环利用。
3. Water Management: Improve water use efficiency and promote reclaimed water recovery and recycling.

4. 污染防治：确保废气、废水、噪声排放100%达标，危险废弃物合规处置率100%。
4. Pollution Prevention: Ensure 100% compliance of air emissions, wastewater and noise, and 100% compliant disposal of hazardous waste.

5. 废弃物与循环经济：提升产品固废可回收利用率，推进资源循环利用。
5. Waste and Circular Economy: Increase the recyclability of product solid waste and promote resource recycling.

6. 生物多样性保护：在项目选址与运营中评估并减少对生态系统的影响。
6. Biodiversity Protection: Assess and reduce impacts on ecosystems in project siting and operations.

四、政策实施责任
4. Implementation Responsibilities

本政策由公司董事会批准并背书，是公司环境管理的最高决策依据。执行管理层负责政策的组织实施与资源保障。
This Policy is approved and endorsed by the Board of Directors and serves as the highest decision-making basis for the Company's environmental management. Executive management is responsible for the implementation and resource support of this Policy.

公司设立"董事会—战略与可持续发展委员会—专项议题工作小组"三级治理架构。环境议题由安全环保部牵头，各子公司及职能部门负责在本单位落实本政策，并明确专人负责环境管理。
The Company has established a three-tier governance structure of "Board of Directors – Strategy and Sustainability Committee – Special Topic Working Groups". Environmental topics are led by the Safety and Environmental Protection Department, with each subsidiary and functional department responsible for implementing this Policy within its own unit and designating dedicated personnel for environmental management.

五、环境管理重点领域
5. Key Environmental Management Areas

1. 气候变化与能源管理：实施"零碳战略"，提升可再生能源使用比例，推进节能降耗与绿色电力应用。
1. Climate Change and Energy Management: Implement the "Zero-Carbon Strategy", increase the share of renewable energy, and promote energy conservation and green electricity.

2. 水资源管理：所有运营点由市政供水，不从自然界直接取水；推进中水回收与浓水分级回用。
2. Water Management: All operating sites use municipal water supply without direct extraction from nature; promote reclaimed water recovery and graded reuse of concentrated water.

3. 污染防治：对废气、废水、噪声实施全过程管控，确保达标排放。
3. Pollution Prevention: Implement full-process control of air emissions, wastewater and noise to ensure compliant discharge.

4. 废弃物与循环经济：推行危险废物转移联单制度，提升固废可回收利用率，淘汰破坏臭氧层物质。
4. Waste and Circular Economy: Implement the hazardous waste transfer manifest system, increase solid waste recyclability, and phase out ozone-depleting substances.

5. 绿色产品与绿色供应链：将环境要求纳入产品设计与供应商管理，推动价值链绿色转型。
5. Green Products and Green Supply Chain: Integrate environmental requirements into product design and supplier management to drive green transformation of the value chain.

6. 生物多样性保护：在项目开发与运营中评估并减少对生态环境的影响。
6. Biodiversity Protection: Assess and reduce impacts on the ecological environment in project development and operations.

六、环境管理体系与认证
6. Environmental Management System and Certification

公司主要生产基地100%通过ISO 14001环境管理体系认证，并通过ISO 50001能源管理体系认证，获评"国家级绿色工厂"。公司依据上述体系开展环境管理，并定期进行内部审核与管理评审。
100% of the Company's major production bases are certified to ISO 14001, and the Company is certified to ISO 50001 and recognized as a "National Green Factory". The Company conducts environmental management in accordance with these systems and performs regular internal audits and management reviews.

七、员工培训与能力建设
7. Employee Training and Capacity Building

公司为员工提供环境、健康与安全（EHS）培训，使其了解公司对环境的影响及自身职责，员工EHS培训覆盖率达100%。
The Company provides environmental, health and safety (EHS) training to employees to help them understand the Company's environmental impact and their responsibilities, with 100% EHS training coverage.

八、政策评审与更新
8. Policy Review and Update

本政策由安全环保部负责维护，定期评审并根据法律法规变化、公司战略调整及利益相关方反馈进行更新，确保其持续适用。
This Policy is maintained by the Safety and Environmental Protection Department, and is reviewed periodically and updated in response to changes in laws and regulations, corporate strategy adjustments and stakeholder feedback to ensure its continued applicability.
