(2) Location-Specific Method

The assessment uses individual sites as the basic unit and does not substitute Company-wide averages. For each site the ecological sensitivity level is determined as follows: first, geographic coordinates are overlaid on publicly available biodiversity spatial data (such as the Global Biodiversity Information Facility and the World Database on Protected Areas) and on ecological conservation red line data provided by local ecological and environmental authorities to identify whether the site is within or adjacent to areas of important biodiversity; second, the result is cross-checked against local ecological conservation red lines, territorial spatial planning and environmental function zoning; finally, the Safety and Environmental Protection Department, together with a third-party institution, completes a site survey and issues a site assessment sheet. High-risk sites are reviewed annually and medium- and low-risk sites every three years.

(3) Assessment Content

1. Dependency-related risks: assess the Company’s dependence on the four categories of ecosystem services—provisioning, regulating, supporting and cultural—focusing on water supply, climate regulation, soil retention and flood regulation that materially affect production and operations.

2. Impact-related risks: assess the impacts of the Company’s activities on habitat change, land occupation, water consumption, pollutant discharge and ecological connectivity, and define avoid, minimize, restore and offset measures under the mitigation hierarchy.

3. Determination: combining dependency and impact results, each site is classified as high, medium or low biodiversity risk, and any risk requiring priority restoration or offset is identified.

(4) Integration into Enterprise Risk Management

The assessment conclusions are incorporated into the risk register in accordance with the Company’s enterprise risk management policy. High and medium risks are registered by the Safety and Environmental Protection Department with designated owners and rectification deadlines, and reported quarterly to the Strategy and Sustainability Committee; major biodiversity risks are treated as material corporate risks subject to annual review by the Board. The results also serve as required input for investment decisions, site approval and supplier admission.
